WISCONSIN - The State Building Commission on Wednesday approved construction of a $13.9 million Drug Abuse Correctional Center at the Winnebago Mental Health Institute. The new 69,936-square-foot building will house 300 inmates and replace a five-story facility built in 1950 and converted to use as the DACC in 1981. The cost to renovate the existing DACC would exceed $9 million, but its layout could require more staffing than the new designed DACC, said David Helbach, secretary of the commission. "Overtime is a major issue and we're finding that the design of our (facilities) creates the need for overtime," Helbach, told a commission committee Wednesday.
