| Suit claims transfer is avoidance plot |

NEW YORK - The Corrections Department has suddenly shipped prisoners to the empty Brooklyn House of Detention so it can say the jail never really closed, a new lawsuit claims. Controller William Thompson, Councilman David Yassky and several downtown Brooklyn neighborhood groups said in court papers Monday that the city is doing so because it wants to reopen and expand the 749-bed jail without environmental review. "We are confident that the courts will recognize this unacceptable breach of the public trust," Thompson said. Corrections said it put 31 prisoners in the jail over the weekend, and is fixing and painting parts of it to prepare for more prisoners. The city plans a $430 million project to add another 720 beds.
