FLORIDA - The rape of a correctional officer in the Duval County jail's law library resulted from policy lapses that left her alone and unmonitored with an unrestrained killer, according to a pre-lawsuit letter delivered to the sheriff Wednesday. The woman said she reported other inmates attacking and threatening her, but no security changes were made before convicted murderer Jonathan Tave raped her at knifepoint in April. Her complaints include having to work alone with violent inmates in the library, which had no video surveillance and a door that could only be locked or unlocked from the outside. The 49-year-old isn't being named because the Times-Union doesn't identify rape victims without their consent. "They could have bought me a simple camera so somebody could know I was being attacked in there," she said. "I knew no one was coming to help me. He knew nobody was coming to help me." City Hall attorney Howard Maltz said he couldn't address operational issues at the jail and had advised police administrators not to return the newspaper's calls.
