| Guam considers 1,000-bed prison |

GUAM - Guam is considering building a new 1,000-inmate territorial prison, the Pacific Daily News reports. The prison is expected to cost as much as $54 million, of which $17 million might be funded by loans from the U.S. Dept. of Agriculture, says Guam Dept. of Corrections Director Jose B. Palacios. The difference might be funded through another federal initiative, the Real Estate Investment Trust Program. Palacios said the possibility of a new prison was discussed with the U.S. Dept. of Justice yesterday in a telephone conference call. He said the discussion went well, and “Everything was positive.” The federal government imposed a consent decree on Guam’s prison system in 1991, after determining that inmates were being held in unacceptable conditions. |
