| New crime measure has big cost |

OREGON - As the economic and budgetary clouds darkened around the Capitol last week, Oregon lawmakers also were coming to terms with another sobering reality. They are on the hook to implement a new tough-on-crime sentencing measure adopted by Oregon voters that could cost as much as $150 million in the next two years. That's a fair chunk of change in any circumstances. But it's especially so in view of last week's revenue forecast that, with Oregon's economy sagging, the state could fall $1 billion short of the amount needed to maintain current programs and services through 2011. For that reason, look for a spirited debate about implementation of the voter-approved Measure 57. It requires sending repeat property and drug crime offenders to prison but would offer probation and drug treatment for first-time criminals. Read more.
