| Parole moratorium lifted |

PENNSYLVANIA - Gov. Ed Rendell, D, yesterday cancelled the state's moratorium on parole for violent offenders, acting on the recommendations of John Goldkamp, chair of Temple University's Department of Criminal Justice. Dr. Goldkamp concluded upon reviewing the state's parole process that the state should focus on better determining which violent offenders are likely to become recidivists and on rehabilitating those whom the board decides to let out early. But he said the parole system before the start of the moratorium three months ago has not been poor. "We were sufficiently impressed with some of the things that parole and corrections already do that gave us confidence," he told reporters yesterday. Read more.
