PENNSYLVANIA - More than 13,000 nonunion state employees will go without raises in 2009 as the Rendell administration scrambles to fill an ever-deepening hole in the state budget. Gov. Ed Rendell made the announcement at a news conference on Wednesday, noting the wage freezes are included in $128 million in new spending cuts he ordered in the current $28.8 billion budget. The Democratic governor said skipping the expected 2.25 percent raises for 13,600 employees at agencies ranging from the Department of Transportation to the Department of Corrections will save the state $14.3 million. Rendell described the affected employees as long-term workers, and he said many of them had been counting on the raises to help make ends meet. Read more.
