Facilities marred by lapses, poor training

NEWFOUNDLAND, CANADA - Newfoundland and Labrador's correctional system is plagued by crumbling facilities, gaping security lapses and inadequate training to deal with the mentally ill, says an independent report released Monday. The sweeping review, released by the provincial government, was launched after several incidents in the past year, including two inmate deaths that raised troubling questions about safety and security at correctional facilities.

It calls for more humane treatment of inmates, the hiring of mental health specialists and even more nutritious food as part of nearly 100 recommendations aimed at improving the province's troubled prison system.

"I'm hoping that this report will now focus the attention of the people of this province finally on corrections and that it's not something to be swept under the rug," Justice Minister Tom Marshall told a news conference. Read more.
