| Juvenile offender report stirs controversy |

FRANCE - During a visit to a psychiatric clinic for troubled teenagers earlier this year, the French Justice Minister called for an overhaul of the juvenile justice system, calling it ill-suited to deal with ever younger and more violent criminals. Those under the age of 13 know they will not face detention, she said, and that "gives our youngest children a sense of impunity." A government-sponsored study has now answered the concern, recommending that judges be allowed to sentence children as young as 12 to detention. But the report has set off a storm of controversy that has divided President Nicolas Sarkozy's government and drawn fire from judges and youth counsellors who say it would abandon troubled youngsters to the country's overcrowded youth prisons.
