| Lawsuit raises phone call questions |

DELAWARE - Legal analysts say the starvation death of a parrot is raising questions about the rights of prisoners in the United States to communicate with the outside. Thomas Goodrich filed a lawsuit contending that his pet bird, Freddy, died while he spent nearly two weeks in a Delaware lockup unable to make phone calls to ask friends to feed the parrot. Goodrich was picked up on a misdemeanor warrant during a traffic stop in 2006 and wound up spending 12 days in custody at the Young Correctional Institute. He was issued a PIN number for the facility phone, but the lawsuit contended the number did not work and the red tape involved in getting a replacement number left him unable to call out.
