LOUISIANA - Earlier this year, we reported on a study by the nonprofit Pew Charitable Trusts that found that, in Louisiana, we have more people behind bars than any other state. The researchers say imprisoning more offenders for longer periods drains money from other programs, such as education and health care - areas threatened now by demands of a state budget deficit. Louisiana spends 46 cents on corrections for every dollar it spends on higher education, the study showed. Fortunately, Lafayette is one of the parishes dealing effectively with the problem. Work release, home monitoring and day reporting are among programs put into effect early in Sheriff Mike Neustrom's tenure. Rob Reardon, appointed director of the corrections center by Neustrom, brought to the jail a strong knowledge of alternatives to incarceration. A recent study shows that inmates who enroll in the diversion programs are 20 percent less likely to return to jail after release. The diversion programs help inmates to re-enter society with training, education and rehabilitation that can help keep them there. Read more.
