| Governor's fee increases affect parolees |

SOUTH DAKOTA - Government regulation carries a price, and Gov. Mike Rounds wants many of the businesses and people who are on the other end of those regulations in South Dakota to pay higher state fees for their licensing and inspections. Nursing homes, hospitals and other health-care facilities would have to pay more for their annual licenses. Restaurants would have to pay $25 each time for their government-required twice-yearly inspections. Hotels and other lodging establishments would have to pay $25, too, for their annual inspections. Registration fees would rise for alcohol products. Sellers of beer and other malt beverages would have to pay more. The widespread increases sought by the Rounds administration as a response to state government’s financial difficulties go so far as to ask convicted criminals to pay more for their supervision when they are released from prison on parole. Many of the fee increases need approval from the Legislature in the coming few months, but the higher charge for parolees requires only the green light from the state Department of Corrections unless the Legislature’s rules-review committee finds a reason to block DOC’s proposed change.
