Officials examine jail funding options

CALIFORNIA - Amador County seeks to avoid wasting resources it put toward gaining state money assistance for a new jail. At their Dec. 17 meeting, county supervisors reluctantly agreed Amador couldn't afford to put up a matching $5.6 million to gain a $22.7 million state grant offer.

However, "hundreds of staff hours" in more than half a dozen county departments, and $88,000 in consultant fees, went toward securing the grant offer, said Jon Hopkins, director of the general services department.

"The county did everything possible to investigate and analyze its viability and deliver a comprehensive proposal to the state," Hopkins said.

Now, a consensus among officials favors gradually feeding money into an improvement-projects reserve fund. In addition, an option in a later grant round is to offer the state a smaller grant match, more affordable to the county, said newly seated District 1 Supervisor John Plasse. A lower match offer would risk a lower placement on a state grant-eligibility list, Plasse acknowledged. Some supervisors said that might not matter. Read more.
