WEST VIRGINIA - West Virginia could start charging its jail inmates for their health care, and more closely monitor prison phone calls. The proposed measures are among several endorsed Monday by a joint legislative committee that oversees corrections issues. They will be considered during the annual 60-day session that begins next month. One would allow the state's regional jail system to deduct co-payments for non-emergency medical care from the accounts that inmates have at the jails. The legislation responds to the growing burden of health care costs. Another draft bill would allow prison wardens to access recordings of inmate phone calls, and share them with law enforcement. Access is now largely limited to the commissioner of corrections. |
