| Harsh laws, punishment 'no deterrent' |

TANZANIA - Long-term sentences are not effective in reducing crime in Tanzania and in future must be avoided, a senior prisons officer has said. Mr Goleha Mhanda, the Superintendent of Prisons (SP) said harsh laws and related penalties do not change the behaviour of criminals in Tanzania's prisons. Instead, such sentences tend to congest prisons and subject inmates to inhuman conditions, he said during a lecture on human rights for prison inmates organised by the Commission for Human Rights and Governance (CHRAGG) at the weekend. Mr Mhanda, who is also the Chief Trainer at Ukonga Prison Officers College faulted laws such as the Sexual Offences (Special Provisions) Act of 1998 [SOSPA] as major factors behind congestion in Tanzania's prisons. "SOSPA and other laws...are inhuman...(and) have led to increase of prisoners who serve long sentences.
