| Power failure leaves youth center in cold |

PENNSYLVANIA - Cracked water pipes are being blamed for a power failure that left teenagers and staffers shivering in the dark at Philadelphia's Youth Study Center. Spokeswoman Alicia Taylor of the city's Department of Human Services says frigid temperatures cracked water pipes in the building around 10:30 a.m. Sunday. She says that caused a flood that damaged heating and electrical equipment. Repairs were made and heat and electricity were restored by 2:30 a.m. Monday, about 16 hours later. Lorenzo North, an official of the union that represents the youth detention center's counselors and corrections officers, questions whether backup generators were available. North says no attempt was made to furnish heat. Taylor says flashlights and blankets were provided. |
