Revising parole rules weighs safety, costs

MICHIGAN - Maintaining public safety is a vital function of government. But officials also are obligated to utilize taxpayer dollars as efficiently as possible. So Michigan lawmakers have been carefully looking for ways to reduce the escalating costs of the state's corrections system without compromising safety.

On Thursday, Gov. Jennifer Granholm and legislative leaders endorsed changes in state parole policies which could reduce Michigan's prison population by thousands as well as save approximately $262 million by 2015. Outside experts spent a year analyzing the state's prison system.

In a report issued Thursday by the Council of State Governments, they found that Michigan inmates stay in prison considerably longer than the national average, and recommended that inmates automatically be released once they serve their minimum sentence unless they fail to complete prison rehabilitation programs, were convicted of violent crimes such as rape or murder or pose a "very high" risk of re-offending. Such a move would reduce prison population, thus saving money. But the report is not just about cutting costs. It emphasizes the need to find ways to deter crime and reduce recidivism as well, helping to create a safer society. Read more.
