| County budget faces tough choices |

WINSOR, OT Canada - The 2009 tax increase for the County of Essex has been whittled down to 2.3 per cent, but the draft budget underestimates rising social assistance caseloads and winter control costs. "We really have some tough decisions to make," said Warden Nelson Santos, also mayor of Kingsville. The proposed budget draws on about half of a $2.8 million contingency reserve to keep the tax increase down, Santos notes. While it may be tempting to try to lower the tax increase further, some reserves have to be available for 2010, which could be as difficult a year as 2009, Santos said. County council will debate the 2009 budget starting at 4 p.m. Wednesday. Treasurer Rob Maisonville says the draft budget likely underestimates the impact of social assistance and winter control costs by about $800,000. Read more.
