| Judge warns state on prison overcrowding |

BOISE -- A federal judge is warning Idaho prison officials that a bad economy is no excuse for overcrowding one of its prisons. U.S. District Judge B. Lynn Winmill is hearing arguments Wednesday to determine if the Idaho Department of Corrections should be held in contempt of court for its inmate population at a medium security prison near Boise. Winmill told state lawyers that the rights of inmates should not be effected by Idaho's budget challenges and current economic struggles. The hearing comes after last month's inmate uprising at the Idaho State Correctional Institution. The disturbance occurred at a new, warehouse-style dormitory created last year as a way to save money and return hundreds of out-of-state inmates.
