Warden raising standards at detention center

Ruidoso, NMWhen Don Franklin stepped into his new office last July, he knew he was already at least two years behind in work and taking on the most difficult job of his 35-year law enforcement career. Franklin, the most recent warden of the Lincoln County Detention Center in Carrizozo, was starting from scratch in revamping a jail facility that had fallen to a poor reputation and came with a list serious issues that were erupting regularly. Franklin retired to Ruidoso in 2005, thinking he'd go back to work, but at something simple with more of an 8-to-5 atmosphere. Believing living in a community requires giving back to the community, Franklin said he felt called to do more and was convinced taking the position at LCDC was worthwhile. When Emerald asked him to go to work for them at LCDC, he did a lot of investigation of the company and toured the facility. "Frankly, I was shocked," he said. "Corrections is a difficult job because of the very nature of the times and people. We have people coming in here with no discipline, no morals, no values and no respect for other people's things."
