Commission declines sheriff's request

Dickinson County Commissioners have turned down a request by Sheriff Gareth Hoffman for an additional jail employee and new county patrol vehicles. Meeting Thursday, vice chairman Joe Nold did not second a motion by commissioner Sheila Biggs to add the additional jail employee. Commission chairman Everett Kolling did not vote on the measure because he was out of town on personal business. Though Hoffman has spoken to commissioners before about the additional staff, he and undersheriff James Swisher were invited to Thursday’s meeting to discuss the issue after the board cut the county’s operating budget by more than a $1 million from planned spending during their Feb. 12 meeting. Hoffman told the commissioners he was requesting an additional jail employee because of what he called safety, security and liability issues. He told commissioners that because of the recent county budget cuts, he would not ask for the monies if he did not think they were necessary. “The jail set up, in my opinion, is not being operated as safely as it should because of the way it is staffed,” Hoffman said. Biggs asked Hoffman if the employee would be approved, would he look at other spending, and Hoffman said it would be a few months until he knew if cuts he’s looking at will make a difference. Biggs then made her motion to allow the hiring of a person for a jail. Nold, who has been vigilant about cutting the county’s budget, did not second Biggs’ motion. “I want to explain myself before I vote no,” he said, adding he is worried about the effects falling taxing revenue will have on the county budget. “We’re facing a lot of uncertainty this early in the year. I’m inclined to wait and see what the stimulus plan and Washington will provide.” Administration director Brad Homman told Hoffman and the commissioners that since the state of Kansas ends its fiscal year on June 30, they should soon have a better idea if the county will be getting less dollars from the fuel and other taxes. He said that state officials have already said they will be retaining alcohol tax money that has been coming to the counties. Read more.
