Regional Jail Included in Biennial Budget

Richmond, Va. - Del. Beverly J. Sherwood, (R-Frederick), a House Budget Conferee and Chairman of the Militia, Police and Public Safety Committee, Del. Clifford “Clay” Athey, Jr. (R-Warren), Chairman of the House Republican Policy Committee and a ranking member of the Militia, Police and Public Safety Committee and Del. C. Todd Gilbert, (R-Shenandoah), also a ranking member of the Militia, Police and Public Safety Committee announced Tuesday the proposed Warren, Shenandoah, Rappahannock and Page County Regional Jail was included in both the House and Senate version of the Biennial Budget. The regional facility was spared in the budget bill so the ongoing planning process and acquisition of additional state funds to share in the cost of construction, enlargement, or renovation of the regional jail facility could continue. Sherwood comments, “In my role as a budget conferee, I was able to secure the position of the Shenandoah Valley in receiving construction for our second regional jail. However, it was made clear that unless Warren, Shenandoah, Page and Rappahannock County don’t move forward immediately, any local jails they propose are not likely to receive any state construction dollars.” “I am pleased that our regional jail is likely to remain in the current state budget. With our economy in such a bad shape, we need to address the concern that my constituents have in maintaining our commitment to effective crime prevention and this regional jail is an important step in achieving that goal. With the current proposal which eliminates state funding for the construction of new regional and local jails, our proposed regional jail is one of a handful exempted from the new policy,” says Athey. Athey continues: “As I recently advised the Warren County Board of Supervisors, if we are able to keep the funding for the proposed regional jail in the final Budget, it is imperative that the affected localities choose a site, begin design, and request construction funding prior to July 1, 2010. Even though it has taken all of the combined influence of Dels. Gilbert, Sherwood, and myself to keep this project alive for another year, only the local officials who have already been given two and a half years to meet the deadlines can ensure this needed facility is completed with up to 50 percent being funded by the state . "If they fail to move forward in a timely fashion, we cannot be expected to keep the project alive any longer and the local jails which will be built in the alternative will be funded solely by local tax dollars.”Read more.
