| 2008 Surplus to Fund Jail Improvements |

AR - After three failed sales tax proposals and years of overcrowding, the Pulaski County Jail is finally getting some relief. The County Quorum Court unanimously approved allocating $1.1 million to fund 100 additional beds and 21 detention officers. In 2005, the county had a deficit of nearly $7 million. Judge Buddy Villines says they slashed the budget by 15% and said the court members expected it to take several years of careful spending before they could get back on their feet. Some quorum court members also say not giving pay raises and putting off some much needed maintenance also contributed to their large surplus. Now, they have a $7,266,446 surplus from the 2008 budget year. That surplus is paying for the jail improvements. The county had a 2008 projected revenue of $55,256,733 but the county actually collected $56,372,202, which was $1,115,469 more than they expected. The county spent $54,043,533 in 2008. The $7.2 million dollar surplus is now going into the 2009 general reserve fund in the budget. Sheriff Doc Holladay says the 100 additional beds are "a step in the right direction." The beds will be in the former work center, which Holladay calls a satellite unit. The detention officers should be trained and the beds should be ready by June 1. Holladay says they hope to add 150 more beds, which he says could be funded by the legislature and city governments within the county. Holladay also says he's happy the county is not having to raise taxes or ask the people to pay for these improvements. Read more.
