| State to get four new prisons |

Not every aspect of state government is facing cuts in this down budget year. The Pennsylvania Department of Corrections will break ground this year on three 2,000-bed prisons for male inmates, at a price tag of approximately $200 million apiece. Work will likely start on a fourth new prison in 2010. All that is on top of funding in the current budget to add approximately 860 beds to four existing institutions, plus another 1,600 beds at 10 more prisons through 2009-10. In all, the goal is to add nearly 8,000 net new beds to the system by 2013 to help keep pace with a fresh surge in prison populations that, if trends hold, might push the state prison inmate population - already at 49,215 - past the 50,000 mark later this year. Corrections Secretary Jeffrey Beard told Senate Appropriations Committee members Tuesday the surge is the result of a tightening of parole releases after the fatal September shooting of a Philadelphia police sergeant by a Pennsylvania parolee, and ongoing increases in the number of new commitments from county courts. After the shooting of Sgt. Patrick McDonald, Gov. Ed Rendell placed an emergency moratorium on all paroles while release guidelines were reviewed. While paroles have resumed, the new environment has led to closer scrutiny of violent offenders, and overall approval rates have plummeted from 62 percent in fiscal 2008 to 46 percent this year.
