Grand juries call for new juvenile detention facility |

Both Hamilton County (Tenn.) Grand Juries in final reports said there is a crying need for a new Juvenile Detention Center in Chattanooga. The Regular Grand Jury said juvenile violence and criminal behavior "continue to be a critical problem. Many times the worst offenders - those who have not yet been transferred to adult Criminal Court - are sent to secure facilities across the State, or even returned to our community without any rehabilitation or consequences for their actions, due to what has traditionally been the lack of juvenile beds in the State juvenile system." The Concurrent Grand Jury said, "We must take our juvenile offenders seriously. Along with the many law abiding youth of our community, they need not be neglected. "Sending them to facilities away from their home isolates them from family members and local assistance agencies. We should be focusing the most on our juveniles and help them to avoid becoming the adult offenders." The Regular Grand Jury also called for improvements at the County Jail and said a magistrate should be on duty during the day to help quickly bond out offenders. The panel cited concerns over the alarming increase in meth use. The Concurrent Grand Jury said the absence of a crime lab in Chattanooga causes long delays in processing criminal cases. |
