| Inmate increase swells youth centre budget |

The Tuxedo facility, which features a jail complex and a small courtroom on site, is home to many of the province's young offenders. Manitoba Justice says so many teenagers are finding their way behind bars that the MYC is projecting a $4.4-million cost overrun on its $11.3-million operational budget for the 2008-09 fiscal year, which ends March 31. About $1.2 million of that excess is due to an arbitration back-pay settlement for staff. Rachel Morgan, a Manitoba Justice spokeswoman, said more than half the excess -- about $2.3 million -- is due to an increase in staffing and staff training to deal with a rising population of young offenders. "You have more kids in there, you need more guards," she said. "There's a direct correlation between getting tough on auto theft and staffing at the youth centre." Morgan said the number of young offenders held in custody across the province -- including at the MYC and the Agassiz Youth Centre in Portage la Prairie -- has skyrocketed 21% over the past two years. In January 2009, the MYC had an average custody population of 181, which Morgan said is much higher than the average of 146 it had seven or eight years ago. Winnipeg police have actually been arresting fewer young offenders over the past few years -- 3,787 in 2008 compared with 4,139 in 2007 and 6,356 in 2003 -- although not all youths at MYC come from Winnipeg.
