| Morgan Co. considers $8M jail expansion |

MARTINSVILLE — Morgan County officials are planning for an $8 million building project that would nearly double the size of the county jail. A committee including a county commissioner, a council member, the sheriff and others will meet Thursday to continue sorting details of a building plan to add at least 180 beds and other facilities to the jail. And they’re looking for ways to finance it. “This jail expansion committee hopes to have a recommendation to the commissioners and county council to start the project,” said Morgan County Sheriff Robert Garner. “I think everyone agrees that we need some kind of expansion but the money is still to be decided.” The current jail building located on about 9 acres on the northwest side of Martinsville was constructed in 1991 with 211 beds. The jail routinely averages 240 to 250 prisoners, the sheriff said. Jailers use double-bunking and other methods to squeeze in more people than would be ideal. The jail often has more women than the 40 beds dedicated for them in one cell block. And with the tight quarters, jailers lack the flexibility to move inmates for safety. The county commissioners hired DLZ architects and engineers, a company with several offices in Indiana, to outline a plan that would fit an $8 million budget. Commissioners have said they hope for some cost savings if the project can be designed, approved and get under way this year, since building contractors are still facing a recession and are offering low bids for such work. Among the financing methods in this county with a history of conservative tax policies, officials have said that $2 million is saved in a building fund and the balance could be financed with a bond issue repaid with income tax revenues.
