11 employees still scheduled for lay-off By MARK CAUDILL • News Journal MANSFIELD -- Richland County Sheriff Steve Sheldon rescinded three layoff notices Friday. Sheldon said grant money saved three positions -- two deputies, including one sergeant, and one employee in records. As of Thursday, 11 department employees, including 10 deputies, still are scheduled to be laid off. The other employee works in records. Sheldon will meet with county commissioners next week to try to come up with more money. "I'm still working to get the people back to work," the sheriff said. "My goal is to have zero layoffs. At this point, it doesn't look like we'll be able to avoid them." Sheldon's initial request for salaries was $3.9 million. County commissioners coun-tered with $2.3 million. The sheriff previously said up to 14 employees could be laid off if he couldn't find $500,000 in new money or make other cuts. In a letter to Sheldon, a staff representative for the Fraternal Order of Police Ohio Labor Council presented options to reduce or eliminate the need for further reductions of union positions. Mark Drum spoke on behalf of the three unions -- deputies, supervisors and corrections officers and clerks. "You must first remove those employees of the sheriff's office that have retired and subsequently been rehired by your agency to perform work in the same or similar position," Drum wrote of double dipping. "If these positions are eliminated, those persons will still continue to receive their pension salaries and health care benefits at no cost to the county. "There are other administrative or bargaining unit employees that can fill these positions if needed." Drum asked for all part-time and seasonal positions within the sheriff's office be eliminated before any union employees were laid off. In addition, Drum proposed replacing all nonbargaining unit personnel with union members, assuming the union members have more seniority and can perform the duties of the position.Read more.
