New Hampshire - One out of every 100 Americans is in jail, and prison budgets are bigger than ever. New Hampshire's corrections budget is more than a hundred million dollars. The commissioner believes a shift in dollars can reduce the prison population and save money. I was an angry, very angry hostile person. Always had an attitude. And up until I got incarcerated I thought, "that's just the way that I am. That's my personality.” But it wasn't. Griseliz Fernandez had been on drugs for a year when she was arrested and sent to prison in June of 2006. At the time, she'd just lost three of her five kids to foster care. Yet Griseliz's situation is fairly typical. Out of the nearly 2,900 and women in New Hampshire’s prisons last year, 81 percent had a history of substance abuse. 53 percent had previously been treated for a mental health disorder, and 45 percent had recently taken psychiatric medication. And while inmates are treated for mental health and substance abuse while they are behind bars: “97 percent of our inmates leave and go back to the community. And there's been really no community support for them once they're out there. So no matter how good a job we do for them inside the prison, when they leave, there are no services readily available for them.” Read more.
