By COLIN ESPINER - The Press At least 300 jobs in the public service will be shed this year under the Government's plans to cap bureaucracy. The Government yesterday followed through on its election pledge to cap the size of the core state sector, announcing that no more than 38,859 full-time equivalent positions would be funded over the next three years. The cap is a snapshot of positions either filled or advertised in the public service as of December 31 last year. The lid, which is effective immediately, applies to the whole bureaucracy, rather than individual departments, meaning staff numbers can fluctuate within departments where necessary. It will be the job of the State Services Commission to ensure the total number does not breach the cap. The Government has excluded Parliament from the jobs cap, meaning the Parliamentary Service, which employs press secretaries and support staff, does not have to cut or maintain staff levels. The Government has also exempted parts of the Ministry of Social Development and the Corrections Department from the cap, saying changes to government policy and the recession are likely to mean an increase in staff in those areas. Prison services, community probation and psychological services, Work and Income, and Child, Youth and Family will be exempt. The cap also does not apply to non-public service departments such as the police, the armed forces and the Security Intelligence Service. Read more.
