Donnellon looks at cuts in '09 budget

St. Clair County Sheriff Tim Donnellon unveiled a budget plan Wednesday night that will eliminate a full-time records manager and one part-time "special deputy."

Eliminating the records manager will reduce the 2009 budget by $67,843 and $101,755 annually. Eliminating the special deputy will save about $5,000 per year. Donnellon said eliminating the records manager was a difficult decision, but said "that will pay for two deputies."

"It is the right thing to do," he said.

The first-term sheriff then asked the county's Board of Commissioners to reinstate positions eliminated in the 2009 budget, including a captain, sergeant, two deputies and two full-time facility information clerks.

Donnellon also said he could increase revenue to the department through housing federal inmates at the county jail and OWI reimbursement. For instance, he said increasing the daily average of federal prisoners from 112 to 120 will increase funding by $178,120.

Furthermore, he said the department is in the process of renegotiating a higher rate -- it is now at $67.50 per prisoner per day -- which will continue to bring in more money.

"We are confident we will get a boost," Donnellon said of the rate. "This could be huge for St. Clair County."

Donnellon, in a slide show, said through his restructuring plan, the department will return $83,088 this budget year and about $162,000 annually. The department works with about a $20 million budget.

The Judiciary and Public Safety Committee of the board approved the plan unanimously and will consider a final vote at its next regular meeting in two weeks.

While some board commissioners debated the level of services chartered townships and cities receive compared to unchartered townships, many of the commissioners applauded Donnellon's efforts.

"As long as it works, and you save the county money, I say hooray," Commissioner Pat Quain said. "I'll vote for it right now."
