| Surry County budget talks starting |

DOBSON — After the Surry County Board of Commissioners heard from 14 different county departments, who were told to keep their budgets the same as this year, the consensus was that everyone was staying on track with that directive. Betty Taylor, Surry County’s assistant county manager for budget and finance, said Wednesday night’s budget discussions were the first of many. “By the time we get to June or July, all of the things we have heard tonight will probably not be fact,” Taylor said. The county’s budget year begins on July 1. All of the county departments have to submit their final budgets to County Manager Dennis Thompson by June 1. There will be a public hearing on the third Monday in June, then the board has to approve the budget before the fiscal year 2009-10 begins. Susan Jarrell, director of the Surry County Board of Elections, said the only place she could possibly cut her budget further would be to eliminate satellite voting sites. She said last year Surry County had a record 66.8 percent voter turnout and most of those voters voted at the satellite polls. “That is something I do not want to take away from them,” Jarrell told commissioners. Bryan Cave, director of the Surry County/North Carolina Cooperative Extension, said his budget would be 3.75 percent less than last year’s budget. “It’s a pretty conservative budget. There are some issues with state funding that are still up in the air. ...We appreciate all of your continued support,” Cave told the board. Kim Bates, Surry County planning and development director, said his budget would be 2.1 percent less this year. “There’s not much fat here,” Bates said. He said that the two Ford Ranger trucks his department uses are 10 years old, “I feel like we can squeeze another year out of them,” Bates added. ”We are glad you are here,” Commissioner Jimmy Miller said to Bates, who started working for the county on Feb. 2. “We appreciate all that you are doing,” added Chairman Craig Hunter. Register of Deeds Carolyn Comer was the next to address the board. She said there would be some good news and some bad news. “Which do you want to hear first? The good news is with the current budget, I was scared we weren’t going to met budget this year, but we are going to. We will exceed budget this year.” She continued, “The bad news is there is nowhere in this new budget that you could cut anything out and continue to operate. There is no fluff.” Comer said she would like to get a new plat scanner, but the cost would range from $10,000 to $20,000. She said she didn’t see being able to put that into the budget this year. Sheriff Graham Atkinson said he would not be introducing any new programs or any new initiatives. “We don’t have a very exciting budget. Times are tough. When it gets down to brass tacks we are trying to hold the line during this budget,” Atkinson said. He asked commissioners to replace seven old vehicles with new ones. In years past, the county has been able to fund 10 new vehicles per year. The sheriff also asked for bar lights for those vehicles. Read more.
