Details surface in Kane budget proposal

GENEVA -- Some elected Kane County officials say they didn't have a seat at the table when a proposal to cut $3.9 million in expenses was made public last week.

With county revenue faltering, that plan surfaced with specific dollar amounts at a Kane County Board Finance Committee meeting and set an April 17 deadline for the cost-cutting measures, according to State's Attorney John Barsanti and Sheriff Pat Perez.

"I've spoken to all the electeds, and there was no conversation at all," Barsanti said, adding that at least two of those leaders already were making plans to let employees go to hit their targets. "No one asked me. I did not know the hard number until last week."

Added Perez, "In all fairness, the electeds should have been contacted first."

During the county board executive committee meeting Wednesday, Chairman Karen McConnaughay said she met with non-elected department heads earlier this week, and all were on board with the cuts as proposed.

However, in an effort to explore possible options to reduce expenses -- furloughs and an early retirement program were mentioned -- McConnaughay pulled the budget cut plan from a possible vote at next week's county board meeting.

McConnaughay said elected officials will join the conversation during upcoming meetings and noted that the board cannot dictate to officeholders how they achieve their cuts.

An employee furlough policy could be one way officials reach the county's 5.5 percent reduction goal. At McConnaughay's urging, the committee agreed Wednesday to put such a policy up for approval April 14.
