County reinstates fees for jail inmates

Cowlitz County commissioners Tuesday reinstated inmate booking fees, replacing one scrapped three years ago due to constitutional concerns.

The county had a booking fee for inmates for years. It was charged when the inmate was first booked into the jail. The money could be refunded if the person was not convicted of a crime, but few former inmates returned to get the money.

A Spokane County court challenge about fees before conviction caused the county to do away with the fee — then $49.51 — in 2006.

To meet constitutional muster, the new fee only will be charged of inmates who have been convicted. It also can be refunded if the conviction is later overturned.

The fee is $56.46 and will be added to an inmate’s account with the jail. The fee will be charged starting May 1.
