Jail population on the rise

MONMOUTH — Warren County Sheriff Martin Edwards said the jail population has been increasing.

The Warren County Jail, which can house 42 people including about 16 beds set aside for female prisoners, was filled to capacity last month. Edwards said the jail population increased last year in January.

"If we'd had anyone else come in they would have had to sleep on the floor," he said.

Edwards said the prison population is 'fluid" during the week because the jail only houses a handful of prisoners who are serving sentences. However, the population peaks during the weekends for several reasons.

The number of prisoners doubles immediately because of people who have been sentenced to periodic confinement served during the weekends. The early weekend evenings also tend to be more active in terms of arrests. In addition, anyone charged with a felony must wait until a judge can set their bond on Monday.

"Plus, we're getting some higher felony cases with bigger bonds, and people sit a lot longer,"

Edwards said. "When their bond is $300, they bond out right away. When it's $150,000 and it takes $15,000 to bond out, no one has that kind of money. .... Then throw the weekenders on top of that — all of a sudden it just gets full over there."

Edwards did not attribute the spike to either the warming weather or poor economy.
