Toughen penalties for smuggling phones

Cell phones here. Cell phones there. Cell phones everywhere. Including in state prisons.

Contraband cell phones smuggled into prison by visitors and corrupt prison guards allow inmates to get around prison monitoring.

At a recent unannounced search of staff at Avenal State Prison, authorities found a crack pipe, nine pocketknives, two pairs of scissors, a pair of pliers, various electronic devices -- and 13 cell phones. Last year, authorities found 2,800 cell phones in state prisons.

But random searches aren't enough to deter smuggling. For example, a guard at Solano State Prison who admitted making $100,000 selling cell phones to inmates simply resigned. A new Warden's Advisory Group on Cell Phone Interdiction wants stiffer penalties -- and it's right.
