Gov. Jennifer Granholm took a big step by paring down the number of people in Michigan prisons. The change is enough, according to her proposed budget, to save money in the near-term and slow the growth of further increases in prison spending thereafter. Lawmakers must back her up on these changes and tackle actual reforms, such as for sentence lengths and alternative sentencing, if Michigan is to have any hope of getting Department of Corrections spending under control for the long haul.
