| County gets creative with budget cuts |

SNOW HILL -- The Ocean City summer medical clinic on Caroline Street will not open this year. The seasonal resort clinic is one of many Worcester County Health Department services that have been cut as the organization deals with shrinking state and local budgets, said Health Officer Debbie Goeller. "We've done more with less for a number of years now, and it's getting more difficult," Goeller said. Many of Worcester County's departments are facing similar challenges as they attempt to comply with the 5 percent budget reduction requested by the Worcester County Commissioners while trying to meet growing community needs. However, county leaders were pleased to hear at a work session Tuesday that departments had found creative ways to trim their funding needs, in some cases to amounts well below what had been asked of them. Finance Officer Harold Higgins said his staff in the treasurer's office will stagger shifts to meet the needs of citizens during busier times of the year and reduce overtime. Combined with new procedures for training opportunities and other initiatives, Higgins shaved 16.6 percent off the department's budget request. Worcester County Emergency Services is stretching staff after losing two employees. Teresa Owens, director of the department said she had trimmed everything from overtime to uniforms and radio expenses -- an 18 percent cut to their overall budget -- but asked the commissioners to make an exception to the hiring freeze and allow her to fill open positions.
