| Webb goes on the road for prison reform |

Sen. Jim Webb, D-Va., is taking his push for prison reform on the road, visiting Richmond's overcrowded jail and a South Richmond shelter for recovering addicts and alcoholics. "We have opened up the debate across the country," he said after a tour yesterday of The Healing Place, where he was met by a standing ovation from an Alcoholics Anonymous session for about 100 men. Webb, with the backing of President Barack Obama and key Senate Republicans, is calling for a federal commission to examine ways to reverse the nation's spiraling incarceration rate. Webb also wants the panel to study criminal sentencing, alternatives to jail and prison, and ways to prevent housing the mentally disabled in facilities for lawbreakers. For three days this week, Webb is back in Virginia, inspecting jails and rehabilitation centers in Fredericksburg and Richmond and meeting in Charlottesville with federal public defenders. Read more.
