| FBI opens investigation into California Youth Authority beatings |

The FBI has begun investigating the January videotaped beating of two young inmates by counselors inside a California Youth Authority facility in Stockton, federal authorities said. FBI Special Agent Karen Ernst said last Friday that agents expect to finish the investigation soon and turn the case over to the U.S. Attorney's Office in Sacramento. "These types of allegations are usually considered serious and are normally resolved in a fairly timely manner," Ernst said. Youth authority investigators say two men, ages 19 and 21, started a fight at N.A. Chaderjian Youth Correctional Facility that spilled into a common area where a video camera recorded the incident. The video showed one counselor repeatedly punching one inmate in the head, while another counselor appeared to kick the second inmate in the head. Both were face-down and unresisting. Attorney General Bill Lockyer said April 23 he would not file charges, arguing that there was little likelihood of getting a conviction because the two weren't seriously injured and had violent records. San Joaquin County prosecutors cited the same reasons in declining to prosecute. Youth authority spokeswoman Sarah Ludeman said the department was cooperating with federal investigators. |
