Inmates may arrive before end of month

Federal inmates coming to the Freeborn County Jail through the new U.S. Immigration and Customs Enforcement agreement may be arriving before the end of the month, Freeborn County Sheriff Mark Harig said Tuesday. By June, there should be up near 80 inmates.

During the Tuesday Freeborn County Board of Commissioners meeting, Harig updated the commissioners about the steps being taken with ICE officials to get the jail ready for inmates.

He said there were federal inspectors in the Freeborn County Jail last Tuesday, Wednesday and Thursday inspecting the facility, and now the jail is nationally accredited in accordance with ICE National Detention Standards.

Each day the inspectors were in Freeborn County, they would inspect the jail and then bring up issues that needed to be changed, he said. By the third day, all of these issues were resolved, and inspectors were able to complete their final inspection in a short 22 minutes.

Commissioner Jim Nelson questioned whether there were any large issues that needed to be changed.

Harig said some most of the issues at hand were small, such as soldering the ends of key rings together so that no keys could be put on or taken off rings, putting in a policy to account for all keys, updating a few record-keeping resources and putting in a policy in case an inmate dies during transport. Investigators also wanted a record of cleaning in the facility posted on the walls.

“They were very impressed because our administrators have been looking at these standards for months and we’ve already complied with many of them before thet got here,” he said.

The inspectors sent their report to Washington, D.C., and since the Freeborn County Jail complied and passed the inspection, there should be a quick turnaround to start getting inmates transported here.

The Freeborn County Jail will act as a hub serving ICE for southern Minnesota, northern Iowa and surrounding areas as needed.

The agreement provides Freeborn County a reimbursement of about $77 per day per detainee held in the jail.

In addition to these discussions, commissioners also voted on specifics of a few of the positions that will be created to accommodate for the additional inmates.
