| City OKs pay-to-stay jail |

SPRINGFIELD, Ore. - Inmates locked up at the future Springfield city jail could wind up doing far more than serving their time: they could chip in to defray the cost of keeping them locked up. The Springfield City Council voted 6-0 Monday to support a plan to charge inmates $60 a each day they are in jail. Completion of the jail is still months away, but police want to be ready to recoup some costs from day-1. Springfield Police Captain Rich Harrison explains, "If we can get some money back from some of these custodies, then that's a plus for the community." Here's a breakdown of the numbers. The city says the average daily cost per inmate in the new jail will be $71. The most they can charge is $60. Total collections? Officials hope for about $18,000 a year. Captain Harrison tells KVAL, "I think a very high percentage of people that we would take into custody are able to pay the fine. Will they choose to pay the fine is the question." Under ORS 169.150(1), the local court must find that the person has the ability to pay the fee and may reduce or dismiss it. Read more.
