An inmate who walked away from a minimum-security prison led officers on a high-speed chase through Spartanburg County on Saturday, ramming a bystander's SUV before being arrested by officers, authorities said. Thomas Osborne, 23, is facing a charge of failure to stop for blue lights in the incident, but officials with the Spartanburg County Sheriff's Office, S.C. Department of Corrections and Duncan Police Department said late Saturday that more charges could be pending. The incident began shortly after 2 p.m. when a guard at Livesay Correctional Institution discovered a cell phone in Osborne's possession. When confronted, Osborne fled the dorm-style prison, which is on Broadcast Drive in Spartanburg. Department of Corrections spokesman Josh Gelinas said the guard did not pursue Osborne, adding that not chasing him was "really a judgment call at that point." The guard, Gelinas said, had to weigh pursing Osborne against keeping watch over the other prisoners. According to Corrections Department reports, Livesay had one security worker for every 17 inmates in 2008. Shortly after leaving the prison, Osborne is accused of taking a 1997 Buick Park Avenue from a man on Brock Street. Master Deputy Tony Ivey said the Sheriff's Office is investigating that incident as a carjacking. Osborne, of Anderson, then drove south on I-85 toward Greer. Duncan Police Chief Ryan Cothran said two of his department's officers got on I-85 after hearing an alert over the radio about Osborne. One of the officers spotted the Buick near mile marker 64 and tried to pull him over. Osborne then exited onto Highway 101, where he ran a pair of stoplights before crashing into the front end of Michael Quarles' 2001 Dodge Durango. Cothran said his officers saw Osborne poking holes in the car's airbag with a screwdriver before crawling out of the car's broken windshield. Read more.
