| Yavapai County Sheriff makes budget cuts |

PRESCOTT - Yavapai County Sheriff Steve Waugh managed to reduce his department's 2009-10 budget by 7.5 percent, and he believes he could cut it by as much as 12.1 percent by the end of the fiscal year. "I cut every non-essential service I could, without jeopardizing public safety," he told supervisors Wednesday during the third day of county budget hearings. He said that he combined the detention and law enforcement budgets into one budget, and shifted money from the jail district to the law enforcement department. The board of supervisors in January told county departments to cut their 2009-10 budgets by at least 7.5 percent. Although not every department so far has met that mandate - some are lower and others are slightly higher - the overall reduction is 7.5 percent, County Administrator Julie Ayers said. The sheriff is asking the board for about $30.5 million for 2009-10. To meet the 7.5 percent mandate, he said he is "rolling-over" about $1 million that he saved by closing the Prescott jail, and he is earning about $100,000 per month from an unexpected windfall - the U. S. Marshall's Office. "The Marshall's office started renting beds back in March or April," Waugh said. He said he does not have a guarantee that the inmate bed rentals would continue, but he is expecting that it would. Waugh saved additional money in the same way that other departments have - not hiring new employees, keeping vacant positions vacant and reducing employees' mileage. However, in spite of the savings, the jail district remains $3.1 million in the hole for 2008-09, Ayers said. Read more.
