16 jail officials killed on duty within past nine years: Jail martyrs’ families deprived of basic facilities

LAHORE:, PAKISTAN Despite laying sacrifices in the line of duty, no memorial monument or financial benefits are provided to the martyrs’ families, jail officials told Daily Times on Thursday.
About 16 jail officials embraced martyrdom while performing their duties in the past nine years. Of the martyrs, three were superintendents, two assistant superintendents, two head warders and nine warders.
Jail Department officials asked the government to provide financial benefits to the families of martyrs, as the jail officials were also part of ensuring criminal justice. They alleged the department had not properly perused the cases registered against the criminals and the police shelved them, saying there was no progress. They said if a criminal killed a police official, the criminal was killed in an ‘encounter’. They said it was unfair that the government had doubled the police’s salaries and refused to increase the Jail Department’s salaries.
According to data, in the early 1990s, a defunct religious organisation killed Jhang Jail superintendent Zainul Abadin while he was having dinner at a local hotel outside the jail premises. A case was registered against the unidentified assailants but the police failed to trace them and the case was shelved. In 1994, a prisoner stabbed Gujranwala Central Jail head warder Amanat Ali to death during duty hours. A case was registered against the prisoner but he was not sentenced to death and released after completing a life imprisonment sentence.
In 1996, Lahore District Jail assistant superintendent Akramullah Khan was killed by the accomplices of the confined Gujjar brothers of Karim Park in front of the Prisons inspector general’s office. In 1997, the activists of a banned religious organisation killed Lahore Central Jail superintendent Sabtainul Hussain Naqvi and jail storekeeper Arshad Mehmood.
In 2005, assailants killed Rahim Yar Khan District Jail superintendent Jam Azizur Rehman when he was returning from the Tablighi Mosque after offering prayers. The Prison Department official said a case under Section 203/34 of the PPC and 7-ATA was registered against unknown persons, adding that the local police failed to arrest them. The accomplices of criminals confined in various jails killed warders Abdul Khaliq, Bashir Ahmed, Fateh Sher, Saeed Ahmed, Muzhar Hussain and Muhammad Anwer.
In August 2006, Muhammad Basarat and his colleague Muhammad Aslam were on their way to have dinner when an unidentified motorcyclist intercepted them in front of the Lahore District Jail, killing both officials. Unknown persons killed assistant superintendent Malik Zawar Ali in 2008 in Fasialabad and have not been arrested either.
Jail Department officials said the absence of the head of the household had made life extremely difficult for martyrs’ families, adding that it was even more difficult without sufficient monetary compensation for them. They alleged the department did not pursue the case registered against the alleged criminals and the police had shelved them after ‘conducting’ an investigation.
Salary: They said according to a notification by the Home Department (HP-1/10/45/91) dated November 4, 1992, all families of martyrs would be paid the officials’ salary until the retirement date, based on the last pay. Read more.
