State orders inmates returned to Colorado

The Texas Commission on Jail Standards last Friday denied the contract that brought 36 maximum-security inmates from the Colorado Department of Corrections to the Guadalupe County Jail.
Inspectors spent time reviewing the inmates' files to determine if they were eligible for transfer to the county jail.
According to Chapter 511.0092 of the Local Government Code: "... the sending state will not transfer and the receiving facility will not accept an inmate who has a record of institutional violence involving the use of a deadly weapon or a pattern of violence while confined in the sending state or a record of escape or attempted escape from secure custody."
Terry Julian, executive director for the Texas Commission on Jail Standards, said it is typical for a good review of inmate files to be conducted before inmates actually arrive.
In a letter sent to Julian, Guadalupe County Jail Administrator Debra Jordan said she reviewed the inmate files and believed they were in compliance with jail standards.
Sheriff Arnold Zwicke, who participated in the review process, said there were many inmates the county rejected.
However, Julian said despite the initial inspection, the inmates did not meet eligibility requirements outlined by the state of Texas.
"At this time I must request that you immediately begin arrangements to return these inmates to their home state," Julian wrote in his ruling.
The commission may grant a waiver if it is determined the Guadalupe County Jail is equipped to adequately confine the inmates. However, Julian said he would recommend such a waiver not be granted.
Officials with the Colorado Department of Corrections were reportedly caught off-guard by Julian's announcement.
"We're absolutely shocked," said Alison Morgan, public information officer for the Colorado Department of Corrections.
Guadalupe County was one of several correctional facilities that responded to a request for proposal to house the inmates. Guadalupe County was awarded the five-year contract based on the low bid of $43 per inmate per day.
Morgan said Zwicke notified Colorado of the state's decision, but the inmates may not return to Colorado.
Zwicke said the Colorado Department of Corrections will be responsible for picking up their inmates.

It measures the difference between a static port (not in the air stream) and a Pitot tube which is directly placed in the path of Nagano keiki Pressure sensor air flow.When the plane is stationary, the pressure in both the tubes is equal and abs speed sensor the air speed is zero. When the plane is moving, air enters the pitot mazda 6 suction control valve . This causes the pressure difference between the suction control valve and the pitot tube. An internal amplifier creates an amplified voltage output and hence the sensor can be connected directly to Speed Sensor and data acquisition systems.
