“I am pleased to announce the appointment of Jeff Neal as Chief Human Capital Officer for the U.S. Department of Homeland Security (DHS). Jeff has an impressive record of improving service to employees at all levels of government. I look forward to working with Jeff to unify our Department, recruit the most talented candidates to DHS and ensure that we meet the needs of our 225,000 employees,” said Secretary Janet Napolitano. As Chief Human Capital Officer, Neal will focus on retaining and developing the Department’s current highly-skilled workforce and ensuring that DHS is able to recruit the additional talent necessary to achieve its mission. He will work to enhance diversity at DHS to reflect the composition of the nation and build department-wide capabilities and systems to provide the best training, education and professional development opportunities. Biography Neal has served as Chief Human Capital Officer at the 23,000-employee Defense Logistics Agency (DLA), the U.S. Department of Defense’s largest logistics combat support agency, since 2000. At DLA, Neal identified more than $50 million in administrative and operational savings—a transformation that was cited by the Partnership for Public Service as a model for other federal agencies. He also created the Enterprise Leader Development Program to address the critical leadership skills required in today’s workplace and developed a highly successful agency-wide survey to meet current challenges. Previously, Neal was Deputy Director of Human Resources at the U.S. Department of Commerce from 1998-2000, where he replaced multiple staffing systems with a single online system—resulting in improved position fill time, accuracy and accountability. Prior to working at the Department of Commerce, Neal served as Director of Headquarters Complex Operations at DLA from 1997-1998 and worked as a personnel officer at DLA and the U.S. General Services Administration from 1993-1997. He holds a B.A. from Concord College. |
