Commission OKs Policy for Chemical Agent Use in Detention Center By Stella Davis- Staff Writer CARLSBAD — The Eddy County Commission on Tuesday unanimously approved new policy and procedures pertaining to the use of chemical agents to quell jail unrest or to subdue an unruly inmate. Eddy County Detention Center Warden D.P. Lyons said according to the national standards of the American Correctional Association, a detention center must have in place a policy on the use of chemical agents, if the detention center has an arsenal of such agents. He said under the new policy and procedures that he crafted, the current inventory of chemical agents cannot be used without the approval of the county commission. "We do have a small inventory that will help us quickly quell a riot or inmate unrest," Lyons said. "We have done everything possible to avoid or minimize a riot."Read more.
