Inmate accused of sexual misconduct 6/30/2009 By Janice Gregorson Post-Bulletin, Rochester MN Criminal charges have been filed against a Rochester man accused of sexually touching a female detention deputy while he was in the Olmsted County jail in October. William Lee Carter, 20, 509 33rd St. S.W., faces one count of gross misdemeanor fifth-degree criminal sexual conduct. He allegedly sexually touched the deputy Oct. 19 when she entered his jail cell to remove a T-shirt hanging from a top bunk after he refused to remove it.Read more.
