A warning, a killing and many questions Warrant was out for a month before girlfriend was bludgeoned By Steve Neavling- Free Press Staff Writer July 3, 2009 The Michigan Department of Corrections missed opportunities to arrest a Warren man on an outstanding warrant a month before police say he killed his girlfriend with a sledgehammer and an ice pick, the Free Press has learned. The department issued an arrest warrant May 12 for William Thomas Dunlap, 44, after his girlfriend, Fran Wolf, 68, told Warren police that he beat and robbed her. Yet state investigators never apprehended him, even though they knew he worked at Wolf's bar, Fran's Roadhouse in Warren, where Wolf's bloody body was found June 17. He and Wolf also lived together above the bar. Department of Corrections spokesman Russ Marlan acknowledged that it's not uncommon for investigators with busy caseloads to take a month or more to track down parole absconders. But "we still have an obligation of keeping the public safe," Marlan said. "In many of these cases, after the fact, you wonder if you could have done something differently." The state already has begun releasing prisoners -- with hundreds more to come -- who have served at least their minimum sentences under an aggressive downsizing move aimed at saving money. That plan, however, is drawing criticism. "If you are not protecting the public, you are failing at your most fundamental reason to govern," said state Rep. Peter Lund, R-Shelby Township. Shortly after his release from prison in November for armed robberies, Dunlap moved in with Wolf in an apartment atop Fran's Roadhouse, a bar she owned in Warren. Read more. |
